Our CEO and President since 2005 and a catalyst for improving community financial services in our region, Stephanie has led Blue through significant growth over the last decade.

Stephanie Propps is a successful credit union and community leader who dedicated her time and talent to the credit union movement and community she calls home, Cheyenne, Wyoming.

Stephanie has led Blue Federal Credit Union over the past 21 years. As the largest financial institution headquartered in Wyoming, Blue has more than $2.25 billion in assets, serves over 140,000 members worldwide, and has 27 branch locations in Wyoming and Northern Colorado. 

Stephanie believes in ‘Doing Good’ and leads by example. As a civic-minded leader, she serves on a variety of boards, including the Wyoming Children’s Society, Credit Union National Association, Centennial Lending Board of Managers, and Western CUNA Management School (WCMS) Board of Trustees. Stephanie is a Development Educator with the National Credit Union Foundation and a Certified Executive with the Credit Union Executives Society (CUES).

Stephanie holds an Executive MBA and a Bachelor’s in Business Management and Finance from the University of Wyoming.

Stephanie enjoys spending time and being active with her two sons, Jack and Josh. Stephanie loves new adventures including traveling, skiing, camping, hiking, scuba diving, and almost anything outdoors. Stephanie loves to run and has participated in numerous races throughout the United States.

Read Kim’s Bio

Kim Alexander serves as Executive Vice President at Blue Federal Credit Union, where she helps shape the path forward for the organization and the communities it serves. 

Since joining Blue in 2006 as Chief Financial Officer, Kim has played a central role in guiding financial strategy, strengthening data and risk capabilities, and building a foundation for long-term growth. In 2021, she stepped into the role of Chief Strategy and Growth Officer, leading strategic initiatives and marketing efforts designed to expand Blue’s reach and deepen member relationships. In 2025, Kim was named Executive Vice President, where she continues to champion growth while also overseeing lending. 

Kim’s leadership reflects a belief that financial institutions should do more than manage money—they should help people move forward. That perspective aligns with Blue’s role as a lifelong partner, supporting members in building stronger futures and more connected communities. 

A Wyoming native, Kim brings both local roots and broad experience to her role. Her career includes leadership positions with Motorola, Deluxe Corporation, and Cheyenne Frontier Days. She is a Certified Public Accountant and holds a Bachelor of Science in Accounting from Chadron State College and a Master of Science in Organizational Leadership from Colorado State University Global. 

Kim is deeply engaged in her community, serving on the boards of Cheyenne LEADS, the Blue Federal Credit Union Foundation, and Raising Readers in Wyoming. She is also a graduate of Leadership Cheyenne (2009) and Leadership Wyoming (2025). 

Outside of work, Kim embraces the Rocky Mountain lifestyle—spending time hiking, camping, skiing, and golfing. Family is central to her life, with strong ties to education through her husband and daughter, both educators in Cheyenne, and her son, Kyle, a culinary chef in Denver.

Melissa has been with Blue Federal Credit Union since 2005 and proudly serves as Chief People Officer, leading the strategic vision for how Blue supports, develops, and connects its people to the mission and purpose of the credit union. Throughout her career, she has played an integral role in shaping a culture rooted in authenticity, growth, service, and care, one where team members are encouraged to bring their full selves to work, feel deeply connected to the “why” behind their work, and build meaningful, fulfilling careers. 

Originally from Nashville, Tennessee, Melissa now calls Wyoming her home. She holds a master’s degree in communication and leadership and oversees human resources, learning and development, culture, and member experience. Her work is focused on coaching leaders, strengthening connections across the organization, delivering service that creates moments that matter, and cultivating environments where people—and, in turn, communities—can truly thrive. 

Melissa believes that when people feel supported and inspired, they create something greater together. Her personal purpose is simple: to make a difference for at least one person every day. 

Outside of work, Melissa enjoys baking as a creative outlet and spending time with her husband cheering on the University of Wyoming Cowboys, golfing, and scuba diving.

Matt Vignale joined Blue in 2021 and serves as Chief Operations Officer, leading the strategy and execution behind the systems, teams, and processes that power the member experience.  

With more than two decades in the financial industry, Matt has built his career across both banks and credit unions, with a focus on improving how organizations serve people—connecting operational excellence with meaningful member experiences. Prior to Blue, he served as Vice President of Retail Delivery at Wings Financial Credit Union in Minnesota. 

Matt holds both an MBA and a bachelor’s degree in business management from John Carroll University. He is also a graduate of Western CUNA Management School and completed the CUES CEO Institute program in 2022. 

Based in Northern Colorado, Matt stays closely connected to what matters most—family, community, and the outdoors. He and his wife are raising five daughters, and much of his time outside of work is spent supporting their activities, staying active, and enjoying everything the region has to offer.

Neal Weber joined Blue Federal Credit Union in 2012 and serves as Chief Financial Officer, where he leads the organization’s financial strategy and oversees accounting, finance operations, data analytics, risk and compliance, and member solutions. His leadership brings together technical expertise and thoughtful stewardship, ensuring Blue remains strong, sustainable, and positioned to serve members for the long term. 

Over the course of his career at Blue, Neal has held roles across staff, management, and executive levels. That perspective shapes how he leads today, balancing sound financial decision-making with a deep understanding of the people and communities behind every number. 

Neal is committed to strengthening the communities Blue calls home. He serves as board treasurer for COMEA House Shelter in Cheyenne, supporting its mission to provide essential services to individuals experiencing homelessness. A graduate with high honors from Western Credit Union Management School, Neal continues to give back to the industry as a project reader, helping guide and develop future credit union leaders. 

A proud Wyoming native, Neal is a Certified Management Accountant with a Bachelor of Science in Finance from the University of Wyoming.

Bobby Matthis serves as Chief Digital Officer at Blue Federal Credit Union, where he leads Blue’s digital and technology strategy with a focus on innovation, simplification, and creating experiences that make life easier for members and employees alike. Since joining Blue in 2019, Bobby has played an important role in advancing the organization’s digital transformation, including the launch and ongoing evolution of Blue Digital. He leads teams across IT operations, cybersecurity, networking, digital solutions, digital experience, application development, artificial intelligence, self-service technologies, and project management. 

With more than 20 years in the credit union industry, Bobby began his career as a teller at Jeffco Credit Union before moving into a variety of technology roles. After Jeffco merged with Westerra Credit Union, he served in leadership positions spanning IT operations, software development, business intelligence, and process improvement. That broad experience continues to shape his approach today. 

Bobby believes technology should do more than function well. It should remove friction, create clarity, and help people move forward with confidence. His leadership is rooted in the credit union philosophy of people helping people and in a belief that meaningful digital experiences can strengthen relationships, not replace them. 

Known for building teams that value creativity, collaboration, and continuous improvement, Bobby encourages a culture where people feel comfortable exploring new ideas, learning through challenges, and working together to solve problems. He believes the best innovation happens when people feel supported, trusted, and inspired to think differently. 

Bobby holds an MBA with an emphasis in IT Management from Western Governors University and is currently pursuing a second master’s degree in Artificial Intelligence Engineering. He has also completed the CUES Certified Chief Executive program, including executive studies through Wharton, Cornell, and Darden, as well as the MITx Artificial Intelligence Strategy and Leadership program. 

Outside of work, Bobby enjoys spending time with his family, camping throughout the Rocky Mountains, visiting national parks, and exploring emerging technologies through personal coding and technology projects.
