He holds degrees in Geology and Accounting from the University of Wyoming and the University of Northern Colorado, respectively. Mark actively participates in the community, serving on various boards, including Meals on Wheels, Salvation Army, Energy Share of Wyoming, Wyoming Infrastructure Authority, Laramie County Community College Foundation, LEADS Board, and Wyoming Energy Authority.

At Medtronic Inc., Jeffrey has excelled as a District Sales Manager in Cardiac Diagnostics. He consistently surpasses revenue and implant targets, earning accolades such as multiple President’s Club Awards, National Manager of the Quarter, and Regional Sales Trainer. His success extends to previous roles at Eli Lilly & Company, Sanofi US, and GlaxoSmithKline Pharmaceuticals, where he demonstrated exceptional sales leadership and product knowledge. Jeffrey holds a Bachelor of Science in Kinesiology from Colorado State University – Pueblo.

Catherine F. Buckley is an accomplished professional with 40 years of experience in emergency services, spanning law enforcement, investigations, public information, emergency operations, communications, and firefighting. As the Director of Campus Safety and Emergency Management at Colorado College, she demonstrated strong leadership, community engagement, and employee development. Catherine’s expertise extends to overseeing citywide school resource officers, coordinating emergency response training, and ensuring compliance with ADA regulations for police interactions with the Deaf and Hard of Hearing community. She also excelled as a public information officer, managing media relations during high-visibility police events. Catherine’s commitment to community safety and effective communication makes her a valuable asset.

In addition to her career, Catherine has served as a reserve deputy sheriff, volunteer firefighter, and emergency medical and fire dispatcher. Her educational background includes a Master’s in Public Administration and a Bachelor’s degree in Sociology. Catherine’s extensive training in emergency management, leadership, and organizational change further enhances her qualifications. Her dedication to public safety and community well-being makes her an ideal candidate for any organization seeking a seasoned professional with a wealth of experience.

Teresa worked for the State of Wyoming for 33 years with the Department of Revenue and the State Auditor’s Office in accounting. She worked as an Insurance Examiner for 9 years with the Department of Insurance and recently worked as the CFO for the School Facilities Department. She also prepared taxes for 20 years and owned her own practice for 12 of those years. In addition, she served as Treasurer for the board of another credit union and was a member of the Wyoming Association of Public Accountants (WAPA) from 1995-2012. Teresa is currently Treasurer for the Women’s Civic League of Cheyenne and is involved in other volunteer organizations. She enjoys her family, golf, and traveling. She and her husband have two sons and two grandsons.

Stacy Dawn Cenedese-Segal serves as the Executive Administrative Assistant to the Directors of Instruction for Laramie County School District #1. With 28 years of service, Stacy oversees $22 million in federal and general funds, manages grant approvals with the Wyoming Department of Education, and supports federal audits. She holds a B.S. in Professional Communications, a Master’s in Communications with an emphasis in Education, and is currently in the Colson Fellows Program. Active in her community, Stacy has served on multiple boards and committees, including UCHealth’s Patient Advisory Board and the Title I Committee of Practitioners. Her honors include Miss Wyoming USA (1997), Miss Wyoming America (1992), and graduate of the Cheyenne Leadership Program. Stacy is passionate about giving back and helping her community thrive.

Ernie Maschner has spent his 35-year career delivering sustainable water infrastructure projects that support resilient communities and long-term resource management. Currently a Vice President with AECOM, he leads strategic growth, regional operations, and the execution of complex infrastructure programs across a multi-state region. In addition to his role at AECOM, Ernie serves as 1st Vice President of the Water Collaborative Delivery Association, where he helps advance best practices and innovation in integrated project delivery across the water sector.

Ernie holds a Bachelor of Science in Engineering from the University of California, San Diego, and a Master of Business Administration in Finance from San Diego State University. He has also completed executive education programs at the UCLA Anderson School of Management and the University of Michigan Ross School of Business.

Reid Kurtenbach is a results-driven Senior IT Product Manager and entrepreneur with more than 15 years of experience leading enterprise-scale solutions across the healthcare industry. At CommonSpirit Health in Broomfield, Colorado, he leads transformative initiatives in AI-powered clinical and non-clinical tools, large-scale platform transitions, and workflow automation — programs that have improved outcomes for millions of patients nationwide. Grounded in Agile methodology, Reid brings a disciplined, iterative approach to complex problem-solving and organizational change.

With an investor’s instinct, Reid has spent more than 10 years actively building a portfolio across residential, commercial, and land-based investments. He applies that same disciplined rigor to identifying opportunity, managing risk, and creating value across multiple asset classes — bringing a sharp financial lens directly to his governance work on the Blue Board.

Reid holds a Bachelor of Science in Business Administration in Operations and Information Systems Management from the University of Colorado, Boulder, and is a SAFe certified Product Manager.

A Broomfield, Colorado resident, Reid is a dedicated husband and mentor at Young Americans Bank, where he helps the next generation build financial confidence and literacy. He joins the Blue Board with a passion for innovation, a strategic mindset, and an unwavering belief that strong financial institutions are the backbone of thriving communities — and that when people truly belong somewhere, they can build something extraordinary.
