Deanne Vogel

Chairman

Deanne moved to Cheyenne when her father was stationed at F.E. Warren A.F.B. and she was a high school freshman. She graduated from Central H.S., Laramie County Community College, and the University of Wyoming and she has an MBA from Touro University International. She served in the WY Army National Guard from 1978 through 2010, retiring as a Lieutenant Colonel. She has worked for the Guard as a full-time technician since 1997. Her positions have been the Camp Guernsey Logistics Officer, and the Supervisory Logistics Officer, Supervisory Purchasing & Contracting Officer and the Comptroller at the National Guard Headquarters in Cheyenne. She was assigned as the Comptroller in 2010 and retired in July 2019. She is a Certified Defense Financial Manager and a Certified Public Manager.

Mark Stege

Vice Chairman

Mark Stege has been a member of the credit union since 2008. He currently serves as the Vice President of Wyoming Operations for Black Hills Energy. Mark received a Bachelor of Science, Geology, from the University of Wyoming and a Bachelor of Science, Accounting, from the University of Northern Colorado. Mark is active in the community and has served on the boards of Meals on Wheels, Salvation Army, Energy Share of Wyoming, Wyoming Infrastructure Authority and currently serves on the Laramie County Community College Foundation Board, LEADS Board and the Wyoming Energy Authority Board. Mark and his wife Patsy have two children and two grandchildren.

Eric Harris

Treasurer

Eric Harris has been a member of the credit union since 1976. He has served on the Board of Directors since 2007, currently holding the office of Treasurer. Over the years he has served in various capacities. He received his degree in Business Administration from the University of Colorado, and briefly played professional football. He retired from the City of Boulder in 2006, where he held several designations, and worked as a Human Resources Manager. Eric currently does property management, and continues to do work in Human Resources consulting, mediation, negotiations, wellness program evaluation and design, business consulting, and career coaching. He also volunteers as a mentor for students and student athletes, serves on a Boulder County Fire District Board of Directors, and the children and family wellness board Healthy Learning Paths. Eric and his wife, Kris, have six children and eight grandchildren.

Jeffie Wiggins-McMullen

Secretary

Jeffie has been a member of the Credit Union since 2009, and a member of the Board of Directors since 2012. Jeffie is retired from the Department of Corrections for the State of Wyoming. She served on the Supervisory Committee from 2011 to January 2012. Jeffie holds a BS in Business from Kearney State College, an MBA from the University of Nebraska at Kearney, and a MPA from the University of Nebraska at Omaha. She also served on the Board of Directors for Kearney FCU in Kearney, Nebraska from 1995-2003. She has held volunteer positions with CASA of Laramie County as a Board member from 2009-2010, Families Care, Leadership Kearney graduate, and was the United Way Chair in Kearney, Nebraska.

Jason Caughey

Board Member

Jason Caughey has been the Fire Chief of Laramie County Fire Authority since 2011. Prior to arriving in Cheyenne Jason was the Fire Chief of Gore Hill Fire Rescue in Great Falls Montana for six years and a Regional Training officer for Montana Fire Service Training School. Chief Caughey is a published author and national speaker on organizational leadership and fire dynamics. Prior to Jason’s fire service career, he spent 13 years working for Scheels All Sports where he worked his way up the corporate ladder to become a Store Manager and Corporate Buyer. Jason has an Associate and bachelor’s degree in Fire Science from Columbia Southern University and is currently working on earning his master’s degree in public administration with an emphasis in emergency services. Chief Caughey enjoys traveling, skiing, and SCUBA diving with his wife KD and their dog MOE.

Sean Dougherty

Board Member

Calling Colorado home since 1992, Sean has been a REALTOR® in Northern Colorado for over 20 years. He’s a proud husband and father of one, and currently lives northwest of Fort Collins. When not working, you can find him travelling, riding his motorcycle, or just sitting by the river, relaxing. Sean has held numerous leadership roles in both the public and the private sector over the past 20+ years. Sean has been a Larimer County Commissioner, and has been on the Larimer County Planning Commission for over 11 years, serving as Chair twice. He has also served on numerous Committees for both Fort Collins, and Larimer County, including the Red Feather Lakes Planning Advisory Committee for 6 years. Sean has also volunteered at the Local, State, and National Levels in the REALTOR® organization, including President of the Fort Collins Board of REALTORS® (FCBR); cumulatively 11 years on the FCBR Board; 2021 Government Affairs Division Chair for the Colorado Association of REALTORS® (CAR); Member, and Past-Chair, of the CAR Legislative Policy Committee; Member, and Past-Chair, of the CAR Grievance Committee; and Member of the National Association of REALTORS® Professional Standards Committee. Additionally, Sean has volunteered in, and on the Boards of, numerous professional and charitable organizations over the years, including Realities for Children Charities, the Fort Collins Chamber of Commerce Local Legislative Affairs Committee, North Fort Collins Business Association, The Center for Family Outreach, Disabled Resource Services, Boy Scout Troop 87. Sean served on the Blue Supervisory Committee from 2014 – 2018, and has been on the Board of Directors here since 2019. He is proud to be a part of the Blue Family, and looks forward to serving for many more years to come!

Teresa Kunkel

Board Member

Teresa worked for the State of Wyoming for 33 years with the Department of Revenue and the State Auditor’s Office in accounting. She worked as an Insurance Examiner for 9 years with the Department of Insurance and recently worked as the CFO for the School Facilities Department. She also prepared taxes for 20 years and owned her own practice for 12 of those years. In addition, she served as Treasurer for the board of another credit union and was a member of the Wyoming Association of Public Accountants (WAPA) from 1995-2012. Teresa is currently Treasurer for the Women’s Civic League of Cheyenne and is involved in other volunteer organizations. She enjoys her family, golf, and traveling. She and her husband have two sons and two grandsons.

Robert Luna

Board Member

Robert Luna has been a member of the credit union since 1973. He has served on the Board of Directors since 1994, with the exception of a small break for 1½ years. He served as Chair for four years. He retired from the City of Boulder in 2006 and is now co-owner of four Boulder County Real Estate Offices. Robert has two daughters who are very active in multiple sports, and they enjoy traveling together.

Tom Reiman

Tom Reiman

Board Member

Tom has been a member of the credit union since 1994, in addition he has served on the Board of Directors since 2003. He is the CEO of Reiman Corp. in Cheyenne. Tom is a Cheyenne native and graduated from the University of Wyoming in 1974 with a B.S. in Civil Engineering. He holds a number of professional memberships and affiliations such as Arbitrator of the American Arbitration Association, past President of the Wyoming Contractors Association, Chairman of the Building Committee, and Construction Industries Relation Committee Representative and Board Member.

Kevin Yao

Board Member

Kevin is joining as a new board member based in Cheyenne, WY. Kevin has over 20 years of experience in the Media and Telecom field across various industries. In his spare time, he loves to learn new things and take things apart. Sometimes he can even put them back together with a few extra parts left over. Kevin holds an Electrical Engineering Degree from Purdue University and an Executive MBA from Loyola University of Maryland. He has over 20 patents granted across the world and 24 more in process.

Ashley Miller

Board Member

Ashley is a Wyoming Native. Her career has been in public service where she currently serves as the CFO for the Wyoming Department of Corrections for the Great State of Wyoming. Ashley holds a bachelor's in Business Administration from the University of Phoenix and an MBA from Chadron State College. Ashley served on the Supervisory Committee from 2022 through 2023. Prior to moving to Cheyenne in 2018, she served on the Niobrara County School Board from 2016 through 2018. Prior to that, Ashley has served as a volunteer to other boards and committees in support of her two sons' interests and activities.
