Stephanie Teubner, MBA
President and Chief Executive Officer
Our president and CEO since 2005 and a catalyst for improving community financial services in our region, Stephanie has led Blue through significant growth over the last decade.

Executive Vice President and Chief Financial Officer
Kim joined the team as Chief Financial Officer in 2006. Kim sets and manages Blue’s financial strategy, data analytics, risk/compliance, and administration to ensure sustainable, long-term success that pays off for our members.
Kim is a native of Laramie, Wyoming. Prior leadership roles include working for Motorola, Deluxe Corporation, and Cheyenne Frontier Days. Kim is a Certified Public Accountant with a B.S. in Accounting from Chadron State College and a M.S. in Organizational Leadership from Colorado State University Online Campus. Kim has served as an adjunct professor of financial literacy courses for Laramie County Community College.
Kim keeps active as an avid runner and outdoor enthusiast. Hiking, camping, skiing (water & snow), as well as golfing are common happenings in Kim’s world. Her husband and daughter are both teachers in Cheyenne. Son, Kyle, just graduated from the University of Wyoming.
Chief Marketing Officer
Raj Madan joined the Blue team as Chief Marketing Officer in 2019. With over 20 years of experience serving in senior leadership positions with some of the largest, most respected financial institutions, Raj has focused on developing and implementing innovative, highly-effective integrated marketing and sales strategies.
He is responsible for Marketing, Member Experience, Public Relations, Community Engagement, and Business Development, with the goal to mobilize and be a catalyst for the success of the associates at Blue as well as establish Blue Federal Credit Union as the #1 brand worldwide.
A native to Punjab, India, Raj was raised in Kolkata and moved to Texas to get his MBA from Angelo State University and has been a sought-after speaker at national financial conferences as well as having been published in various publications. Raj and his wife, Shalini, have 2 children, one a dentist and one in dental school. He is an avid rugby player and enjoys hiking, mountain climbing, and wilderness drives.
Chief Lending Officer
Mike Martin joined the team as Chief Lending Officer at Blue Federal Credit Union in 2012. Mike’s talented team supports the credit union’s 14 branches and more than 73,000 members by offering all types of consumer loans, commercial loans and mortgage loans. Mike administers the credit union’s large loan portfolio and manages the mix of loans and monitors loan performance.
Prior to joining Blue, he was Manager of Business Finance at the Wyoming Business Council where he administered the Challenge Loan Program, underwrote bond issues purchased by the State Treasurer’s office, managed the Wyoming Small Business Investment Credit Program and assisted companies in finding seed and venture capital. Mike is also an entrepreneur, owning several real estate developments.
He received a B.S. in Finance from the University of Wyoming and an M.B.A. with Honors from Regis University. He has served as an adjunct professor of entrepreneurship for Laramie County Community College and is a guest lecturer for both undergraduate and master’s classes at the University of Wyoming, College of Business.
Mike is active in many community organizations currently serving as a board member for Cheyenne Frontier Days Memorial Foundation after serving as Public Relations Chairman from 2017-2019. He and his wife Kelley have four daughters whose diverse interests keep them busy. In his spare time, he enjoys hiking and biking with Kelley.
Chief Information Officer
Kent joined the Blue team in 2017 and now serves as the Chief Information Officer. Kent is responsible for the strategic direction and daily operation of the Information Technology department, Digital Innovation department, and Project Management resources. Kent’s teams oversee IT infrastructure, networking, security, programming and development, project management, and mobile and online digital channels.
Prior to coming to Blue FCU, Kent has worked the past 20 years in the credit union Information Technology field. Most recently, Kent served as the President/CEO of TriCUE, Inc. and CUProdigy Coud LLC., both technology and digital innovation CUSO’s. Kent’s passion is truly the credit union industry and serving the mission of ‘people helping people’. Currently, Kent serves on the Rocky Mountain Chapter of Credit Unions board of directors which promotes financial literacy and professional development throughout the Colorado and Wyoming region. Kent holds a BS and MBA from Colorado State University. Kent is married with two children and enjoys camping, fishing, and hiking throughout the Rocky Mountain region.
Chief Retail Officer
Our Chief Banking Officer is a new member to the Blue team. Michelle has worked in financial services over 20 years and has a breadth of experience designing relationship strategies and developing proprietary platforms improving growth and ROI. At Blue, Michelle is responsible for the strategic development of the banking network, including consumer and business banking, private client, investments, and product development. Michelle and Jason have three children, and one grandson. Michelle holds a bachelor’s degree in Business Management from East Central University, and completing graduate certifications in Innovation at Harvard University.
Board of Directors
Blue Federal Credit Union has three-year terms that expire yearly. Notice is provided in our annual fall newsletter of the opportunity to apply to volunteer on the Board of Directors at Blue. We express our sincere appreciation to our Board of Directors for their commitment and service to Blue Federal Credit Union.
Tom Reiman - Chairman
Tom has been a member of the Credit Union since 1994. He has served on the Board of Directors since 2003 and is currently Board Chair. He is the CEO of Reiman Corp. in Cheyenne. Tom is a Cheyenne native and graduated from the University of Wyoming in 1974 with a B.S. in Civil Engineering. He holds a number of professional memberships and affiliations such as Arbitrator of the American Arbitration Association, past President of the Wyoming Contractors Association, Chairman of the Building Committee, and Construction Industries Relation Committee Representative and Board Member.
Michael Ryan - Vice Chair
Michael Ryan has been a member of the Credit Union since 1998. He has served on the Board of Directors since 2014. He previously served as the Chair of the Supervisory Committee for four years. He is the President/CEO of Global Intelligence Resources and holds an M.A. degree in History from Cal State Dominguez Hills and a BA in Mass Communications from Fresno State University. Michael holds membership in numerous professional and civic organizations including Life Member of the Association of Former Intelligence Officers, the Foreign Legion Association, Wyoming Basset Hound Rescue Board of Directors, Cheyenne Family Promise, President, Cheyenne Police and Community Together (PACT), Fellow of the Royal Asiatic Society, Oriental Institute/University of Chicago, Society for the Study of Ancient Egypt, Egypt Study Group and is the past President of the Cheyenne Sunrise Lions.
Jeffie Wiggins-McMullen - Secretary
Jeffie has been a member of the Credit Union since 2009. She has served on the Board of Directors since 2012. She is the Administrator of the Department of Corrections for the State of Wyoming. She served on the Supervisory Committee from 2011 to January 2012. Jeffie holds a BS in Business from Kearney State College, an MBA from the University of Nebraska at Kearney, and a MPA from the University of Nebraska at Omaha. She also served on the Board of Directors for Kearney FCU in Kearney, Nebraska from 1995-2003. She has held volunteer positions with CASA of Laramie County as a Board member from 2009-2010, Families Care, Leadership Kearney graduate, and was the United Way Chair in Kearney, Nebraska.
Eric Harris - Treasurer
Eric Harris has been a member of the Credit Union since 1976. He has served on the Board of Directors since 2007, currently holding the office of Treasurer. Over the years he has served in various capacities. He received his degree in Business Administration from the University of Colorado, and briefly played professional football. He retired from the City of Boulder in 2006, where he held several designations, and worked as a Human Resources Manager. Eric currently does property management, and continues to do work in Human Resources consulting, mediation, negotiations, wellness program evaluation and design, business consulting, and career coaching. He also volunteers as a mentor for students and student athletes, serves on a Boulder County Fire District Board of Directors, and the children and family wellness board Healthy Learning Paths. Eric and his wife, Kris, have six children and eight grandchildren.
Deanne Vogel - Board Member
Deanne moved to Cheyenne when her father was stationed at F.E. Warren AFB and she was a high school freshman. She graduated from Central H.S., Laramie County Community College, and the University of Wyoming and she has an MBA from Touro University International. She served in the WY Army National
Guard from 1978 through 2010, retiring as a Lieutenant Colonel. She has worked for the Guard as a full-time technician since 1997. Her positions have been the Camp Guernsey Logistics Officer, and the Supervisory Logistics Officer, Supervisory Purchasing & Contracting Officer and the Comptroller at the National Guard Headquarters in Cheyenne. She was assigned as the Comptroller in 2010 and still works in that position. She's a Certified Defense Financial Manager and a Certified Public Manager. She recently entered retirement and looks forward to traveling and doing things that working full-time does not allow her to do!
Robert Luna – Board Member
Robert Luna has been a member of the Credit Union since 1973. He has served on the Board of Directors since 1994, with the exception of a small break for 1½ years. He served as Chair for four years. He retired from the City of Boulder in 2006 and is now co-owner of four Boulder County Real Estate Offices. Robert and his wife have two daughters who are very active in multiple sports. Robert and his family enjoy traveling.
Sean Dougherty – Board Member
Sean has been in Colorado for 27 years, and has been a Realtor in Northern Colorado for 19 of those years. He’s proud to have held numerous leadership roles in both the Local and State Realtor organizations, including President of the Fort Collins Board and the Chair of the Colorado Association’s Legislative Policy & Grievance Committees. Additionally, Sean has volunteered in numerous professional and charitable organizations over the years, including Realities for Children Charities, the Fort Collins Chamber of Commerce, North Fort Collins Business Association, The Center for Family Outreach, Disabled Resource Services, Boy Scout Troop 87, and has been serving on the Larimer County Planning Commission for over 9 years. Sean is proud to be a part of the Blue FCU Family, and looks forward to serving for many years to come!
Raymond Wade - Board Member
Ray worked in the financial services industry for 27 years, spending the majority of his career with the American Airlines Federal Credit Union in Texas. He held a number of Officer positions with the Credit Union. After retiring from American Airlines in 2018, he relocated to Colorado with his wife Janie and settled in Lafayette. Ray and Janie have two sons that currently attend the University of Texas at Austin. Since moving to Colorado, Ray and his family have taken advantage of the many outdoor activities not readily available in Texas. Ray is looking forward to giving back to the credit union industry that has given his family so much over the years.
Teresa Kunkel - Board Member
Teresa worked for the State of Wyoming for 33 years with the Department of Revenue and the State Auditor’s Office in accounting. She worked as an Insurance Examiner for 9 years with the Department of Insurance and recently worked as the CFO for the School Facilities Department. She also prepared taxes for 20 years and owned her own practice for 12 of those years. In addition, she served as Treasurer for the board of another credit union and was a member of the Wyoming Association of Public Accountants (WAPA) from 1995-2012. Teresa is currently Treasurer for the Women’s Civic League of Cheyenne and is involved in other volunteer organizations. She enjoys her family, golf, and traveling. She and her husband have two sons and two grandsons.
